Washington, D.C. (March 30, 2020) – Today, the Joseph Rainey Center for Public Policy is pleased to announce the appointment of inclusive finance CEO, Shay Hawkins and Global Digital Strategist, Katie Harbath to its advisory board.    

Shay Hawkins is the President and CEO of the Opportunity Funds Association (OFA), a 501(c)(6) dedicated to bringing investment capital into America’s most vulnerable communities. Prior to leading the OFA, Shay served as the Staff Director for the Senate Subcommittee on Energy, Natural Resources, and Infrastructure as well as the Senior Tax and Economic Policy Advisor to U.S. Senator Tim Scott (R-SC). As a Legislative Fellow to Congressman Jim Renacci (R-OH), Hawkins served on a team of tax attorneys to develop plans for comprehensive tax reform. In the private sector, Shay was an investment banker at what is now Results International Group. He was also a field organizer dedicated to advancing the principles of entrepreneurship, free enterprise, and personal responsibility in Ohio's Latino community.  

Katie Harbath is the CEO and Founder of Anchor Change, a civic strategies organization focused on developing solutions at the intersection of tech, policy, and business in the digital arena. For over a decade, she served as Public Policy Director at Facebook where she built a global team responsible for managing elections. Prior to Facebook, she was the Chief Digital Strategist at the National Republican Senatorial Committee from 2009 to 2011. Harbath previously led digital strategy in positions at public affairs consulting firm DCI Group, the Rudy Giuliani for President campaign, and the Republican National Committee. She was also a Communications Director and Press Secretary at the U.S. House of Representatives in 2005 and 2006. Katie is a Fellow at the Bipartisan Policy Center, a DC-based think tank that fosters bipartisanship to promote health, security, and opportunity for all Americans.
