President Theodore Roosevelt argued that elections must be honest and efficient as well as open to all citizens. President Dwight Eisenhower supported modernized election administration as essential to national stability. Bipartisan reforms such as the Help America Vote Act reflected a shared understanding that election systems must adapt to changing technology and voter behavior.
